On the stroke of half-time John Stones was shown a straight red card for a foul on Jacob Ramsey, but Matty Cash picked up his second yellow card in three second-half minutes for fouls on Foden.
City were stronger in the closing stages and held on to become the first team to win 10 successive away Premier League matches on more than one occasion.
City need eight more points from their five remaining matches to clinch a fifth Premier League title.
