Maja broke the deadlock just before the hour, finding the roof of the net from 12 yards after Gabriel had fouled Mario Lemina.
The Gunners applied plenty of late pressure which eventually paid off, Nketiah reacting quickest to the loose ball at the back post after Areola had denied Ceballos.
Fulham are 18th with 27 points, six behind Burnley and Brighton & Hove Albion having played two more matches.
